Healthy teeth for baby

My daughter is on formula, she's nine months old, two months ago the doctor prescribed her fluoride and she ended up having hives from it. How can I keep her teeth healthy? I believe there is fluoride in our water, and I give her a wet washcloth at least three times a day to munch on, is that good enough?
