Would a surge protector always prevent a wire in the instrument from burning?

A fire occurred by a space fan being left on. It is argued that having a surge protector in place could have prevented it; but that's uming a surge made it ignite. Could it have also been faults inherent to the parts that make up the fan? Thanks - I have no idea about this stuff.
